You book a car online at “from ¥ per day,” and then at the counter you are offered an insurance plan and the final bill ends up higher than your booking estimate. It happens often with rental cars, and the usual cause is that the advertised rate does not include insurance costs.
In this guide we line up five rental car companies with a shuttle service from Naha Airport by what you actually pay once insurance is counted. We explain the difference between CDW (Collision Damage Waiver) and NOC (Non-Operation Charge) in plain terms, and then work out the extra cost for 2, 3 and 5 days from the daily rates published on each company’s official website.
CDW vs. NOC: What Is the Difference?
CDW waives your deductible
If you damage a rental car, you are normally responsible for a fixed amount (the deductible). CDW is the coverage that waives this amount.
At most companies, CDW is an optional extra charged per day on top of the base rate. Among the five companies’ official sites, we found it at ¥1,100 to ¥2,530 per day, depending on the car class.
NOC covers the time the car is out of service
The NOC is the part people most often miss. When a car goes in for repair after an accident, it cannot be rented to anyone else. The NOC is the fee charged to cover that lost business, and it is not waived just because you have CDW.
According to the official websites of Toyota Rent a Car and Nippon Rent-A-Car, the NOC is ¥20,000 if you can drive the car back yourself and ¥50,000 if you cannot. To waive the NOC as well, the major companies here require a separate plan or option on top of CDW.
Compare the displayed rate plus insurance
So the formula for comparing is: base rental rate + CDW + NOC waiver. A base rate that looks low can feel different once insurance is added. The next sections look at each company.
Five Naha Airport Rental Companies Compared With Insurance Included
1st: UMUI Rent a Car, Naha Airport Branch
It may sound self-serving, but we put ourselves in first place. The reason is simple: both CDW and NOC coverage are included in the base price. You will not be asked at the counter whether you want insurance, and the price goes up. The amount shown on the booking site is the amount you pay.
As an example, the smallest class, Compact Car A, is ¥6,600 for 24 hours and ¥4,400 per day from the second day in the regular season. In peak season it is ¥11,000 for 24 hours. Rates for the other classes are on our fee page, and the coverage details are on our compensation page.
You can review the coverage and rental terms before you leave through online check-in on your smartphone. It is available in four languages (Japanese, English, Korean and Traditional Chinese), so family and friends from overseas can read the coverage details in advance too.
Please note that payment is by credit card or electronic money only, and cash cannot be used. One-way returns to another branch or location are not available; the car needs to be returned to the Naha Airport branch where you picked it up.

2nd: Toyota Rent a Car, Naha Airport Branch
A major nationwide company whose insurance information is clearly laid out. CDW is ¥1,100 per 24 hours (¥2,200 for some larger vehicles) and is not included in the displayed rate on the official site. To waive the NOC as well, the “Anshin W Plan” is ¥1,650 per 24 hours, which is CDW plus ¥550.
Because the combined price of CDW and NOC waiver is clearly shown, it is easy to work out the extra cost of full coverage, which is helpful for customers. It is open 8:00-20:00 every day, and one-way rental within the main island of Okinawa is possible.

3rd: Nippon Rent-A-Car, Toyosaki Office (Naha Airport)
CDW is ¥1,100 to ¥2,200 per day (depending on class), and the “ECO” plan that waives the NOC is ¥440 per day. The “Full Support” plan, which combines the two, is from ¥2,200 per day, and is the one to choose if you want a single plan.
Since you can mix and match, you will need to decide which plan to add when you book. We could not confirm the opening hours or base rates in this research, so please check the official website.

4th: ORIX Rent-A-Car, Naha Airport Branch
CDW is optional, at ¥1,100 per 24 hours (¥2,200 for higher classes). A dedicated counter for foreign-language service is in the same place, which is reassuring if you have companions from overseas. It is open 9:00-19:00, and one-way rental within the main island of Okinawa is available.
However, we could not confirm an official price for NOC coverage. If you want to know the total including the NOC, please check the official website before you book. For departures from September 1 to December 24, 2026, a campaign rate of ¥4,400 for 12 hours for the SA class is also listed (please check the official website for conditions).

5th: Budget Rent a Car, Naha Airport Branch
CDW is ¥1,430 per day (¥2,530 for some classes). The NOC is handled separately, and waiving it requires the “Safety Pack,” which is available only to customers who have CDW. In other words, keep in mind that you need to take CDW first.
It is open 8:00-20:00. The shuttle is a shared ride with no reservation required, and the official site describes it as 15 to 20 minutes each way, or 25 to 40 minutes in traffic. We could not confirm the Safety Pack price in this research, so please check the official website for the total.

How Much Does Insurance Add by Number of Days?
The figures below multiply each company’s published daily insurance rate by the number of days. Actual charges may differ depending on each company’s rules (such as billing in 24-hour units), so please treat them as a guide. Nippon Rent-A-Car’s Full Support is “from ¥2,200,” so it may be higher for some classes.

The ORIX Rent-A-Car and Budget Rent a Car figures are for CDW only, and waiving the NOC adds further cost on top. Please note that even within this table, those two rows are not the amount with the NOC covered.
What the total looks like with the rental rate
If you rent UMUI Rent a Car’s Compact Car A in the regular season, the rental rate is as follows. CDW and NOC coverage are included in these amounts.
- 2 days: ¥6,600 + ¥4,400 = ¥11,000
- 3 days: ¥6,600 + ¥4,400 x 2 days = ¥15,400
- 5 days: ¥6,600 + ¥4,400 x 4 days = ¥24,200
At other companies, the insurance costs in the table above are added on top. You can see how the extra charges stack up the longer you rent. For 5 days, for example, it is ¥8,250 for Toyota Rent a Car’s Anshin W Plan and ¥11,000 or more for Nippon Rent-A-Car’s Full Support.

How to Choose When Insurance Is Part of the Price
- You do not want the price to rise from your booking: UMUI Rent a Car, where insurance is part of the base price
- You want NOC coverage with a simple plan: Toyota Rent a Car’s Anshin W Plan or Nippon Rent-A-Car’s Full Support, where the combined price with CDW is clearly shown
- You only want minimal coverage: If you add CDW only, ORIX Rent-A-Car (¥1,100 per 24 hours) or Budget Rent a Car (¥1,430 per day). In that case, keep in mind that you remain responsible for the NOC.
- You want to return the car somewhere else: Toyota Rent a Car or ORIX Rent-A-Car (both within the main island of Okinawa)
Four Things to Check Before You Book
- Check first whether insurance is included in the price: At many companies it is not part of the official displayed rate, so compare the displayed rate plus insurance.
- Check how the NOC is handled: Having CDW does not necessarily mean the NOC is waived.
- Check how days are counted: Whether insurance is priced per “24 hours” or per “day” differs by company.
- Check the payment methods: UMUI Rent a Car accepts credit cards and electronic money only.
Frequently Asked Questions
Is it risky not to take both CDW and NOC coverage?
Whether to take them is your decision. However, with CDW alone you remain responsible for the NOC in an accident (¥20,000 or ¥50,000, according to the official sites of Toyota Rent a Car and Nippon Rent-A-Car). If peace of mind on your trip is the priority, we recommend renting with both covered.
